Esther 9:2-3

The Jews gathered in their cities throughout all the provinces of King Ahasuerus to lay hands on those who sought their harm. And no one could stand against them, for fear of them had fallen on all peoples. All the officials of the provinces and the satraps and the governors and the royal agents also helped the Jews, for the fear of Mordecai had fallen on them.

Fear in mankind is fear of mankind. It does not include trust or hope but terror. The terror may be weak, but it exists. I cannot wholly trust any man who does not follow the LORD; he will act in self-interest at some point in time, given what may be, to me, an unknown stimulus.
