Psalm 14:1 To the choirmaster. Of David.

The fool says in his heart, “There is no God.” They are corrupt, they do abominable deeds, there is none who does good.

The fool says in his heart, but knows in his soul. There is deep within even the most corrupt a crying voice that says that there is a God; all their abominable deeds are attempts to quiet that still small voice that cries out to be acknowledged. Even their good deeds are self-serving, Little Jack Horner at his finest self-congratulatory crowing.
